“김복동의 정신으로 팔레스타인의 해방과 연대를 선언한다!(We declare solidarity with a free Palestine in the spirit of Kim Bok-dong!)”

인권평화운동가 고 김복동 할머니의 뜻을 이어가는 국내외 시민사회 단체들이 주한 이스라엘 대사관을 통해 이스라엘 정부의 팔레스타인 집단학살 중단과 식민지배 체제 해체를 요구하는 공동선언문을 엄중히 전달했다.

비영리민간단체 ‘김복동의 희망’, ‘김복동100세기념사업추진위원회’, 그리고 전 세계에서 모인 ‘김복동100세 기념사업 국제평화포럼’ 참가자 일동은 2026년 6월 19일, 주한 이스라엘 대사 앞으로 공문과 함께 한국어·영어·일본어 3개 국어로 작성된 공동선언문을 발송했다고 밝혔다.

78년간 이어진 이스라엘의 식민지배와 야만적 전쟁범죄 규탄

미국, 뉴질랜드, 호주, 우간다, 일본, 한국 등 세계 각지에서 온 국제평화포럼 참가자들은 주한 이스라엘에 전달한 공동선언문을 통해 ‘인권평화운동가 김복동의 탄생 100주년을 기념하며, 이스라엘의 팔레스타인 정책을 강력히 규탄하고 팔레스타인 해방 투쟁에 연대하겠다’는 입장을 밝혔다.

이들 단체는 선언문을 통해 “과거 일본의 식민지배 아래서 전시 성노예로 끌려가 참혹한 폭력을 겪으면서도 인류의 양심을 위해 싸웠던 김복동의 정신과 현재 팔레스타인 민중의 투쟁은 결코 분리될 수 없다”며 연대의 뜻을 분명히 했다.

특히 지난 3년 가까운 시간 동안 자행된 이스라엘의 가자지구 및 서안지구 공습과 식민주의적 군사 폭력을 '야만적인 체계적 집단학살(Genocide)'로 규정하고 참혹한 현지 실상을 고발했다.

이들은 ‘일본군성노예 피해자이면서, 세계적인 인권 평화운동가였던 김복동은 식민주의와 전쟁범죄에 맞서 평생 싸웠으며, 전 세계 전쟁·성폭력 피해자들과 연대했다’고 밝히고, ‘이러한 김복동의 저항과 연대 정신이 오늘날 팔레스타인 민중의 투쟁 속에 이어지고 있다’고 평가했다.

또한 이스라엘의 장기간 팔레스파인 점령과 군사행동을 식민지배·집단학살·전쟁범죄로 규정하고, 특히 가자지구에서 발생한 대규모 민간인 희생, 시설 파괴, 인도주의 위기를 비판했다.

이들은 팔레스타인 수감자들에 대한 처우와 인권침해 문제도 강력 제기하면서 이스라엘 정부에게 가자지구 군사작전과 폭격을 즉각 중단할 것과 서안지구 정착촌 확장 중단과 가자지구 봉쇄 해제 및 구호물자 반입 허용을 요구했다. 아울러 팔레스타인 수감자를 즉각 석방할 것과 이들에 대한 인권침해 중단을 요구했다.

아울러 국제평화포럼 참가자들은 공동선언문을 통해 앞으로 국제적 BDS(보이콧·투자철회·제재) 운동에 동참할 것이며, 이스라엘의 전쟁범죄 실태를 국제사회에 알리고 각국 정부에 압박을 가할 것임과 팔레스타인 뿐 아니라 전 세계 전쟁·성폭력 피해자 및 소수자들과 연대할 것을 선언했다.

김복동의 정신으로 팔레스타인의 해방과 연대를 선언한다!

인권평화운동가 김복동의 탄생 100세를 기념하기 위해 전 세계에서 모인 우리는 참혹한 역사의 증인으로 서서 이스라엘의 팔레스타인 집단학살을 가장 강력한 언어로 규탄한다. 그리고 팔레스타인의 자유와 해방을 위한 투쟁에 우리의 몸과 마음을 다해 연대할 것을 다짐한다. 이 투쟁은 역사의 비극에 맞서 평생을 싸웠던 김복동의 삶, 그리고 그가 남긴 정신과 분리될 수 없는 인류의 양심을 위한 투쟁이기 때문이다.

김복동은 일본의 식민지배를 받던 조선에서 태어나, 어린 시절에 전시 성노예로 끌려갔다. 상상조차 하기 어려운 참혹한 폭력 속에서도 김복동은 인간으로서의 존엄성을 결코 포기하지 않았다. 세상이 강요한 오랜 침묵의 사슬을 깨부수고 나와 자신의 상처를 진실의 무기로 삼았으며, 일본의 야만적 식민지배와 전쟁범죄를 전 세계에 고발하는 투사가 되었다.나아가 그녀는 숨을 거두는 마지막 순간까지도 지구촌 곳곳에서 전쟁과 폭력, 성범죄로 고통받는 모든 약자들과 뜨겁게 연대했다. 김복동이 보여준 투쟁과 연대의 정신은 이 세상의 가장 밑바닥에서 가장 힘든 삶을 살아가면서도 결코 희망을 잃지 않는 이들에게 이정표가 되어왔다.

그리고 오늘날, 우리는 이스라엘의 끔찍한 억압 속에서도 결코 무릎 꿇지 않는 팔레스타인 민중의 눈동자에서 김복동의 정신을 다시 발견한다. 지금 팔레스타인에서 자행되는 살상은 가장 잔인하고 야만적인 식민지배의 결과이다. 올해로 78년이 넘어가는 이 기나긴 점령과 폭력 속에서, 이스라엘 정권은 팔레스타인이라는 존재 자체를 지구상에서 지워버리기 위한 체계적인 집단학살을 감행해 왔다. 그 과정에서 인류의 양심을 짓밟는 온갖 전쟁범죄가 저질러졌다. 무차별적인 납치와 일상적인 고문은 물론이고, 전쟁의 추악한 무기로 동원된 성폭력과 강간 역시 범죄 목록의 최상단을 차지하고 있다.

과거 김복동과 아시아의 여성들이 겪어야 했던 식민지 군사주의의 비극이, 지금 이 순간 팔레스타인 여성과 민중들에게 그대로 되풀이되고 있다. 특히 2023년 10월 7일 이후 지난 3년 가까운 시간 동안, 이스라엘의 식민지배와 전쟁범죄는 전 세계가 지켜보는 가운데 가장 뜨거운 지옥불이 되어 팔레스타인 가자지구를 통째로 집어삼켰다. 이 잔혹한 폭력은 씻을 수 없는 피의 상처를 남겼다. 이스라엘 점령군은 최소 7만 명이 훌쩍 넘는 무고한 시민들을 집단학살했으며, 그중 아이들만 2만 명이 넘는다. 폭격으로 무너진 건물 잔해 속에 묻혀 시신조차 수습하지 못한 실종자 또한 1만 여 명 이상이다. 전체 병원과 학교의 90% 이상이 형체도 없이 파괴되었고, 가자지구의 좁은 땅덩어리에는 5천만 톤에 달하는 콘크리트 잔해만이 남았다.가자는 이제 거대한 공동묘지이자 도처에 불발탄이 깔린 죽음의 지뢰밭으로 변모했다.

지난해 10월부터 시작된 이른바 ‘휴전’은 군사 작전의 형태만 바꾼 ‘새로운 형태의 일상적 집단학살’이다. 휴전 선포 이후에만 1천여 명의 시민이 추가로 살해당했고, 지금도 거의 매일 5명에서 10명의 팔레스타인인이 총탄과 포격, 굶주림 속에서 목숨을 잃고 있다.더구나 이스라엘의 차디찬 감옥에는 여전히 1만여 명에 달하는 팔레스타인 사람들이 최소한의 법적 절차도 없이 ‘인질’로 잡혀 있다. 이들은 어두운 독방 안에서 잔혹한 고문과 비인간적인 처우에 노출되어 있다. 더욱 충격적인 것은 이스라엘 사회의 유력 정치인, 언론인, 종교인들이 ‘팔레스타인 테러범이라면 항문에 막대기를 집어넣는 성고문을 가하는 것도 정당하다’라는 주장을 공공연하게 펼치고 있다는 사실이다. 나아가 최근 이스라엘 의회는 감옥에 갇힌 팔레스타인 독립운동가들을 교수형으로 사형시키는 법안까지 통과시켰다.

그러나 우리가 팔레스타인에서 목격하고 있는 것은 이스라엘 식민 권력의 잔인함과 야만성만은 아니다. 우리는 그 거대한 폭력 앞에서도 결코 굴복하지 않고 맞서 싸우는 팔레스타인 민중의 불굴의 저항 정신을 본다. 78년에 걸친 지배와 점령보다 더 놀라운 것은, 단 한 순간도 중단되지 않았던 ’78년의 저항과 연대’이다.한 민족을 지워버리려는 조직적이고 계획적인 작전에 맞서서 팔레스타인 민중은 시민불복종, 무장 투쟁, 국제적 연대 등 자신들이 동원할 수 있는 모든 수단과 방법을 통해 저항해 왔다. 그리하여 오늘날 팔레스타인은 억압과 폭력에 맞서 인간의 존엄성을 수호하려는 전 세계 모든 이들의 눈과 귀가 향하는 인류 양심의 심장부가 되었다.

이 속에서 김복동의 살아 숨 쉬는 정신을 발견하는 우리는, 팔레스타인 민중과 굳건히 손잡고 이스라엘 정권을 향해 요구한다. 가자지구에 대한 모든 폭격과 군사작전을 즉각 중단하고, 서안지구에서의 정착촌 확장도 당장 멈추어야 한다. 가자지구의 봉쇄를 해제하고 식량, 의약품, 구호물자의 무제한 반입을 허용해야 한다.

감옥 내 고문과 성폭력을 비롯한 모든 비인간적 처우를 즉각 중단하고 모든 팔레스타인 수감자를 석방해야 한다.나아가 이스라엘은 78년간 이어온 식민지배 체제를 해체하고, 팔레스타인 모든 난민들의 귀환권을 보장해야 한다. 국제형사재판소(ICC)와 국제사법재판소(ICJ)의 결정을 받아들이고, 자신들이 저지른 전쟁범죄에 대해 국제법 앞에 책임을 져야 한다. 식민지배, 집단학살, 인종청소, 불법 점령, 이 모든 것은 즉각 종식되어야 한다.

이 정당한 요구들이 관철되고, 팔레스타인 땅에 진정한 해방이 올 때까지 우리는 언제나 팔레스타인 민중과 함께 연대할 것이다. 우리는 전 세계적인 BDS(보이콧·투자철회·제재) 운동에 함께하며 이스라엘 정권 및 기관과 기업들과의 모든 교류, 협력과 거래를 막기 위해 투쟁할 것이다. 어떤 무기와 탄약도 이스라엘 국경을 넘지 못하도록 함께 맞설 것이다.학살자들의 편에 서서 진실을 은폐하고 침묵하는 주류 언론에 맞서 가자의 참상과 진실을 널리 알릴 것이다. 국경과 인종, 종교를 넘어 전 세계 시민사회와 굳건히 연대하며, 각국 정부가 더 이상 이스라엘의 전쟁범죄를 돕지 못하도록 압박할 것이다. 이 모든 투쟁의 과정에서 우리는 팔레스타인 당사자들의 목소리를 중심으로 그들의 민주적 결정에 따를 것이다.

더 나아가 우리는 팔레스타인을 넘어, 전 세계 곳곳의 전쟁과 무력 분쟁 속에서 인권을 유린당하고 전쟁범죄와 성폭력 피해로 신음하는 모든 여성 및 소수자들과 연대할 것이다. 국가의 폭력과 식민주의적 지배, 그리고 전쟁의 참화가 사라지는 평화로운 세상을 만들기 위해 우리는 더 많은 이들과 함께 흔들림 없이 전진할 것이다.

우리가 걷는 이 길 위에, ‘김복동 정신’은 언제나 꺼지지 않는 횃불로서 함께할 것이다.

We declare solidarity with a free Palestine in the spirit of Kim Bok-dong!

We have gathered from around the world to commemorate the centenary of the birth of human rights and peace activist Kim Bok-dong to stand as witnesses to historical atrocity and condemn Israel’s genocide of Palestine in the strongest possible terms. And we pledge to put our bodies and hearts on the line in the struggle for Palestinian freedom and liberation. This is because this struggle for humanity’s conscience cannot be separated from the life and legacy of Kim Bok-dong, who spent her life fighting against a tragedy of history.

Kim Bok-dong was born in Joseon under Japanese colonial rule, and was dragged away to be a wartime sex slave in her childhood. Through unimaginable violence, Kim Bok-dong did not give up on her human dignity. Breaking free of the shackles of silence that were imposed on her by society, she turned her wounds into the weapon of truth, and became a fighter who alerted the entire world to Japan’s barbaric colonialism and war crimes.Until the moment she drew her last breath, she spent her life extending staunch solidarity to those all over the world who have been harmed by war, violence and sexual violence.

The fighting spirit and solidarity demonstrated by Kim Bok-dong became a milestone for those at the very bottom of the world, who did not lose hope despite living through the lowest and most difficult times. And today, we rediscover the spirit of Kim Bok-dong in the eyes of the Palestinian people who refuse to bend amidst Israel’s horrific oppression.The murders currently being committed in Palestine are the most vicious and barbaric end results of colonisation. Through 78 years of longstanding occupation and violence, the government of Israel is committing systematic genocide with the intent of wiping Palestine from the face of the earth. This process comes with all kinds of war crimes that trample our collective conscience. Not only is there widespread abduction and torture, sexual violence and rape being used as hideous weapons of war rank highly on the list of war crimes being committed.The tragedies of colonial militarism that Kim Bok-dong and the women of Asia endured in the past, are now being wreaked upon the women and people of Palestine.

Particularly in the three years since 7 October 2023, Israel’s colonialism and war crimes have swallowed the Gaza Strip like a hellmouth, while the whole world watched.This cruel violence has left bloody wounds that cannot be washed away. The Israeli Occupation Forces have committed genocide of at least 70,000 innocent civilians, over 20,000 of whom were children. Additionally, there are approximately 10,000 missing people, who are trapped under the debris of bombed buildings where their bodies could not even be recovered. Over 90% of schools and hospitals have been destroyed beyond recognition, and up to fifty million tonnes of concrete debris remains in the crowded land of the Gaza Strip.Gaza is now a graveyard and has been transformed into a deadly minefield covered in unexploded ordnances.

The so called ‘ceasefire’ of last October is merely a ‘new kind of everyday genocide’ using slightly different military tactics. An additional 1000 civilians have been murdered just since the ceasefire declaration, and even now 5-10 Palestinians are losing their lives almost daily due to shooting, bombing and starvation.Furthermore, Israel still has almost 10,000 Palestinians locked up as ‘hostages’ in its cold prisons, without even the bare minimum legal processes. There, people are held in dark, solitary cells being exposed to horrific torture and inhumane treatment. Even more shocking is the fact that prominent Israeli politicians, media and religious figures have been openly claiming that ‘if it is a Palestinian terrorist, it is just to insert a stick into their anus and sexually torture them.’

However, what we are witnessing in Palestine is not the violence and barbarism of Israel’s colonial violence. We see the staunch resistance spirit of the Palestinian people, refusing to submit and choosing to fight. What is more impressive than 78 years of oppression and occupation is the ‘78 years of resistance and solidarity’ which has never stopped for a single moment.Faced with systematic and intentional ethnic cleansing, Palestinian people have resisted through all available means including civil disobedience, armed resistance and international solidarity. Palestine has now become the heart and conscience of humanity, and the ears and eyes of all who seek to protect the dignity of people facing oppression and violence turn towards it.We who have discovered the living breath of Kim Bok-dong within this moment in time, stand firmly hand-in-hand with the Palestinian people, and demand the following of the Israeli government. Immediately cease all attacks and military actions in the Gaza Strip, and all ongoing settlement in the West Bank.

End the siege on the Gaza Strip and enable unrestricted entry of food, medical and relief supplies. End torture, sexual torture and all inhumane treatment in prisons and release all Palestinian detainees.Furthermore Israel must end its 78 years of colonial occupation, and ensure the right to return of all Palestinians.

They must accept the decisions of the International Criminal Court (ICC) and International Court of Justice (ICJ) and take responsibility under international law for the war crimes they committed. Colonial occupation, genocide, ethnic cleansing, illegal occupation – all of these must end immediately.Until these reasonable demands are recognised, and genuine liberation comes to the lands of Palestine, we will always be in solidarity with the Palestinian people. We stand with the global BDS (Boycott, Divest, Sanctions) movement and will fight to block all exchanges and cooperation with the Israeli government, as well as institutions and companies.

We will work together to stop all weapons and ammunition from crossing Israel’s borders.Up against the mainstream media organisations who side with mass murders to hide the truth and stay silent, we will spread the truth of the devastation in Gaza far and wide. Beyond nationality, ethnicity and religion, global civil society will stand in solidarity to pressure the governments of our countries to stop supporting Israel’s war crimes.

Throughout this struggle, we will center the voices of Palestinians and follow their democratic decisions.Going further, we will extend our solidarity beyond Palestine, to all women and oppressed people all around the world, who have suffered a breach of their human rights, war crimes or sexual violence amidst war and conflict. We will continue to grow our solidarity and remain steadfast to create a peaceful world free from state violence colonial oppression, and the devastation of war.

As we walk this path, ‘the spirit of Kim Bok-dong’ will be our ever-burning torch.
